Open Development is recruiting a candidate for a technical advisor position, with experience in the area of health financing, including but not limited to: domestic resource mobilization, sustainable financing, strategic purchasing, cost effectiveness analysis (i.e., health technology assessment), and aid effectiveness, to support financial solutions to health and social development challenges in low- and middle-income countries. The technical advisor position primarily will support development partner-funded projects and initiatives in sub-Saharan Africa and Asia. The candidate must be fluent in English and professional proficiency in French is highly desirable.

Summary of Job Description

Open Development is recruiting candidates for a technical advisor position. The location of the position is negotiable. The Technical Advisor will provide health financing support to locally-based colleagues advising governments on health financing reforms. Specific responsibilities include:

Advising governments, colleagues and country programs on the design and implementation of health financing strategies and sustainability measures, including domestic resource mobilization initiatives, strategic purchasing reforms, and social protection schemes

Co-designing direct financing agreements with partner country governments that encourage innovative, effective and sustainable financing for health and social programs

Analyzing and advising on improved use and strengthening of public financial management systems to align with program based budgeting and stronger management of development partner investments in the public health sector

Supporting the design and implementation of costing analyses to inform planning, resource allocation, and participatory budgeting

Recruiting, managing and mentoring/supporting local in-country health financing experts (staff and consultants) to ensure alignment of health financing strategies with global best practice and evidence

Supporting a community of practice, and developing briefers, tools and best practices to support countries to evaluate programs, leverage and advocate for additional domestic resources for health and improve the sustainability and resiliency of health programming

Job Requirements

Experience working globally and/or with partner country governments and development partners on health financing policies and reforms

Experience designing, implementing, and/or evaluating the following activities is highly desirable:

o Costing strategic and operational plans, and mobilizing domestic resources through government initiatives including locally generated revenue, private sector engagement, and community-led initiatives to finance these plans

o Advising governments on strategic purchasing reforms to include program based budgeting, national/social health insurance and social contracting/outsourcing, as well as social protection and universal health coverage reforms

o Strengthening public financial management systems and local capacity, ideally when accompanied by direct financing (i.e., government-to-government programming) and/or performance or results-based aid

o Utilizing cost effectiveness, return on investment, and/or other analyses to inform resource allocation formulas, benefit packages, and/or participatory planning and budgeting processes

o Demonstrated ability to work collaboratively and effectively with multicultural teams

Master's degree in relevant field is required

Ability to travel internationally (~25 percent of the time) once travel has resumed post-pandemic

Must be fluent in English; proficiency in other languages, especially French, is highly desirable
