Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Collaborates with clients and customers to identify appropriate new products and services; define scope requirements and deliverables for new and ongoing projects.
  • Develop APIs using Mulesoft platform components (i.e., API Manager, CloudHub, AnyPoint Studio, Dataweave and Anypoint MQ).
  • Test and improve performance of the APIs in terms of response time, reliability and resource usage.
  • Troubleshoot complex production issues with APIs, identify source of the issue and fix/work with the appropriate team to get the issue fixed.

Qualifications
You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Experience writing code utilizing broadly adopted programming languages and frameworks in order to provide IT services supporting system development, system enhancements. and bug fixes; AND
  • Experience in developing REST/SOAP APIs using industry standard frameworks, tools and programming languages to connect applications/systems/databases utilizing exception handling and security protocols.
Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes experience writing code utilizing broadly adopted programming languages and frameworks under clear guidance and with limited supervision in order to support senior IT specialists in system development and system enhancements.

Experience for the GS-12 could include:
  • Experience following clear guidance or through limited supervision, using programming languages and frameworks such as Open API specification/ Swagger and designing and developing RESTful/SOAP APIs; OR
  • Experience supporting senior IT specialists in defining, designing, coding, and testing enterprise systems using object-oriented design and development concepts.
Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes experience writing code utilizing broadly adopted programming languages and frameworks under clear guidance and with limited supervision in order to support senior IT specialists in system development and system enhancements.

Experience for the GS-11 could include:
  • Experience following clear guidance or through limited supervision, using industry standard programming languages and frameworks such as Java or Python or PERL ;
OR
  • Experience supporting senior IT specialists in defining, designing, coding, and testing enterprise systems using object-oriented design (OOAD) and development concepts.
OR
You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.3.
