Project Objective:

The USAID/Nepal Sajhedari - Support to Federalism (STF) Activity plays a critical role in supporting implementation of a new federal system in Nepal, in pursuit of the USAID Development Objective (DO) #1: "more effective, participatory and equitable democratic ecosystem." To assist Nepal in the shift to the new system, Sajhedari-STF focuses on two provinces, Sudurpaschim (Province 7) and Lumbini (Province 5) and provides support to ten local governments including seven in Sudurpaschim and three in Lumbini province. Through an analytical, reflective operating modality, Sajhedari-STF uses evidence from the field to inform donors and the Government of Nepal's (GON) national policy. USAID built in flexibility through a co-design process and placed an emphasis on adaptive management that ensures Sajhedari-STF starts strongly, relies on evidence, and receives stakeholders' input and buy-in as it moves along. STF is a six-year activity awarded on May 13, 2019, with a total estimated cost of $14.5 million. The activity has a base period of three years until May 12, 2022, with an option period of another three years until May 12, 2025.

Sajhedari has entered the third year of its implementation. As the base period will come to an end at the end of the third year, a determination is required about the remaining three-year option period. The purpose of this evaluation of Sajhedari-STF is to assess the progress made towards its objectives in relation to advancing USAID's Country Development and Cooperation Strategy (CDCS). The mid-term evaluation will also be used by USAID and the Implementing Partner in identifying best practices and lessons learned to guide the program implementation for the remaining period, should the option be exercised.

Position Description:

SI is seeking an individual to fulfill the role of the Team Leader (TL) for the USAID/Nepal STF Mid-term Evaluation. The TL will manage and oversee the evaluation team and all client deliverables. In addition, the TL is responsible for coordinating evaluation activities and ensuring the production and completion of the final report in accordance with the scope of work and work plan timelines. The TL will guide the development of the desk review, direct data collection and compilation, conduct data analysis, coordinate technical inputs of team members, and lead the drafting and completion of a final report. The TL will ensure quality assurance and timeliness of all deliverables, including adherence to SI's quality assurance standards. The period of performance for this position will last from July to December 2021.

Responsibilities:

  • Conduct a desk review of documents relevant to the evaluation.
  • Develop and finalize the evaluation design and data collection instruments, coordinating technical inputs from the evaluation team.
  • Administer virtual key informant interviews (KIIs) and focus group discussions (FGDs) with stakeholders in Nepal.
  • Guide and oversee the development and finalization of project deliverables, including the initial desk review, evaluation design, data collection instruments, and draft and final reports.
  • Present key preliminary findings to USAID and the implementing partner.
  • Ensure quality work in all deliverables, implementing SI quality assurance processes.
  • Work closely with SI HQ team and communicate in a timely and effective manner with all project personnel.

Qualifications:

  • Minimum of a master's degree in a related field, with at least 10 years of experience assessing and/or evaluating development activities for USAID or other donor agencies, preferably with some experience in Asia.
  • Broad technical experience of local governance in developing countries.
  • Specific knowledge of federalism and local governance.
  • Profound analytical capacity to conduct high-quality and in-depth analysis on addressing federal governance issues.
  • Demonstrated leadership and team management skills.
  • Excellent oral and written communication skills in English.
