Chemonics International is seeking a Payroll Manager for the Finance and Administration Division. This position ensures a timely and accurate processing of assigned payroll groups. The manager ensures all payroll reporting and administration of all payroll groups are completed accurately including, reconciling all associated accounts and addressing any related inquires. Provides supervision, training, and performance review of assigned personnel. Promotes team collaboration and best use of payroll staff capabilities. The position also works directly with the Director of Accounting on, development of policies and procedures related to the payroll function to improve and increase the efficiency of the payroll function. This position is also subject to special duties and assignments as designated by the supervisor. Responsibilities Include:

  • Assists in day-to-day payroll operations, provides oversight to the Director of Accounting Services, ensuring that deadlines are met, and tasks are completed
  • Coordinates and supervises all HR-Payroll related matters with the Personnel Department, including all tax issues relating to employee/federal/state withholdings, accruals, payments
  • Supervises reconciliations for assigned payroll and benefits related accounts
  • Reviews, analyzes, and resolves errors in reports, statements, invoices and other materials to ensure compliance with all necessary regulations
  • Formally documents departmental policies and procedures and update as necessary
  • Prepares training modules on departmental and/or company policies and present the training to staff outside the department
  • Prepares and reviews monthly reports, analyze and reconcile differences between ADP and D365
  • Performs the calculation, verification and reconciliation of resident expatriate allowances. Acts as main point of contact for questions related to resident expatriate allowances and assist in resolving disputes regarding such matters
  • Provides general customer service for all employees regarding payroll
  • Acts as liaison between Accounting, the overseas offices and project management staff regarding various payroll and accounting issues
  • Solves complex problems that arise as they relate to payroll operations; this will also involve backtracking to research discrepancies and make the necessary corrections or adjustments
  • Undertakes assignments on projects or special initiatives as appropriate
  • Effectively trains and mentors staff on Chemonics tools and systems
  • Supervises, develops, and evaluates assigned staff. Ensures that staff receives regular constructive performance feedback, prompt resolution of problems, and time and opportunity to grow professionally
  • Facilitate meetings which includes developing agendas to achieve stated group goals, documenting progress, agreements, and issues and providing follow up assistance

Requirements:

  • Bachelors degree or equivalent experience required
  • Minimum 3 years of accounting experience. Management and experience with USAID or other U.S. government regulations preferred
  • Minimum 2 years experience with A/P, A/R, invoicing, and/or payroll
  • Prior knowledge of accounting and payroll systems. Experience with ADP or D365 software preferred
  • Ability to solve technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge
  • Demonstrated ability to communicate clearly and concisely, both orally and in writing, and lead presentations, training courses, and effective meetings
  • Strong knowledge of MS Office applications and advance excel preferred
  • Ability to work both independently and as part of a team
  • Strong organizational and work prioritization skills and attention to detail
  • Supervisory experience preferred
  • Demonstrated leadership, versatility and integrity

The Salary Range for this position is expected to be: $68,560 - $85,700.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.
